Kenyan Court Halts U.S. Plan to Open Ebola Quarantine Facility for Americans

A Kenyan High Court has temporarily stopped plans by the United States to open an Ebola quarantine facility in Kenya for American citizens exposed to the virus during the ongoing outbreak in Central Africa.

The facility was expected to be located at Laikipia Air Base in central Kenya and would have been used to monitor and isolate U.S. citizens who may have been exposed to Ebola in the Democratic Republic of Congo (DRC) and Uganda.

The court’s decision came after legal challenges were filed by the Kenyan rights group, the Katiba Institute, and other organizations.

They argued that the project posed potential public health risks and raised constitutional concerns, including the lack of public consultation and transparency regarding the agreement between Kenya and the United States.

The proposed facility sparked strong opposition from Kenyan medical workers, activists, and members of the public.

The Kenya Medical Practitioners, Pharmacists and Dentists Union warned of possible industrial action, accusing the government of risking national biosecurity. Critics argued that Kenya should not become a destination for quarantining foreign nationals exposed to Ebola while the United States refuses to bring them onto its own soil.

U.S. officials defended the plan, saying it was intended to provide rapid medical monitoring for Americans working in Ebola-affected regions while helping prevent international spread of the disease. Washington also pledged about $13.5 million to support Kenya’s Ebola preparedness efforts.

The court’s injunction prevents the facility from operating until the legal challenge is fully heard.

A further hearing has been scheduled as the debate continues over balancing international health cooperation with Kenya’s public health and sovereignty concerns.

The controversy comes amid a worsening Ebola outbreak in northeastern DRC, where more than 1,000 suspected cases and over 220 deaths have been reported. Uganda has also confirmed several cases linked to the outbreak.
