NIGER INTRODUCES NEW CASH-MOVEMENT RULES TO FIGHT TERRORISM FINANCING, MONEY LAUNDERING

Niger’s government has introduced new measures to strengthen controls over the movement of large amounts of cash as part of efforts to combat money laundering and the financing of terrorism.

Under the new rules announced in September 2026, people carrying cash above limits established by banking regulations will be required to declare the funds to the relevant authorities in advance. The government did not specify the exact cash threshold in its announcement.

Authorities said the measure is intended to help security and financial officials identify suspicious movements of money while allowing legitimate transactions to continue without unnecessary disruption.

Where the amount of money being carried is properly declared and the supporting documents are consistent with the funds, travellers can continue their journey. However, authorities may investigate cases involving undeclared cash, inconsistencies in documentation or serious indications of financial offences.

The government also said funds that had previously been seized or withheld could be returned to their rightful owners once their origin, ownership and intended use have been established, provided there are no legal obstacles.

The latest measure forms part of Niger’s wider efforts to strengthen its anti-money-laundering and counter-terrorist-financing framework. The International Monetary Fund reported in August 2026 that Niger had made progress in implementing regional AML/CFT laws, establishing its National Financial Intelligence Unit within the Ministry of Economy and Finance, and developing a beneficial-ownership registry.

Niger has been facing persistent security challenges linked to armed groups in the Sahel. The government says tighter monitoring of cash movements and financial transactions will make it more difficult for criminal and militant groups to move funds through illicit financial networks.
